Security in India is roughly the same as it was since last 10-20 years-- perhaps getting better and safer now than before-- it has weaknesses- but it is not worse than it was say 10-20 years before.
I am not defending India/Delhi-- but basically trying to explain why there has been so much news lately about bad security situation etc-- which earlier would not come even in local media-- let alone global media.
One reason you read about protests etc-- is because today young people who are dissatisfied with government and system for many reasons-- are coming forward to raise their voice--
and because news channels and papers cover these protests and events-- because that is what gets viewers to TV and readers to newspapers.
Today India and specifically Delhi as a city has among maximum news and media outlets compared to any other city or country in the world-- and they all need something to print/show which will get public interest.
These protests are a bit like the protests in the Arab world-- some of which started as protests against insult of religion-- but actually were a show of discontent against the governments and the systems.
For example--
the famous American feminist writer and activist Eve Ensler-- who wrote the controversial feminist "Vagina Monologues"-- said the following about Delhi- comparing it to a case around same time in USA which was suppressed by authorities:
